Special rights of admission to training
Admission without entrance tests
The following persons have the right to be admitted to the university without entrance tests:
1. winners and prize-winners of the final stage of the All-Russian Olympiad of school students, members of national teams of the Russian Federation who participated in international Olympiads in general education subjects, formed in accordance with the procedure established by the federal executive authority in charge of development and implementation of state policy and legal regulation in the field of general education, as well as members of national teams of a foreign country - winners and prize-winners of international Olympiads in general education subjects, members of national teams of the Russian Federation who have participated in international Olympiads in general education subjects and formed, in accordance with the procedure established by the federal executive authority responsible for development and implementation of the state policy and normative-legal regulation in the field of general education. The correspondence of the profile of these Olympiads to concrete specializations and/or areas of training is determined by the educational institution;
2. champions and prize-winners of Olympic Games, Paralympic Games and Deaflympic Games, world champions, champions of Europe, winners of first prizes at world championships or European championships in sports included in the Olympic Games programs, Paralympic Games and Deaflympic Games, as well as at other official international sports competitions whose list is approved by the Government of the Russian Federation, in specializations and/or areas of training in the field of physical culture and sports.
Admission within a special quota
Admission within the special quota in accordance with Part 5 of Article 71 of Federal Law N 273-FZ. The persons eligible for admission to places within the special quota are the following:
· orphans and children left without parental care, as well as persons who became orphans or were left without parental care;
· Disabled children, disabled persons of groups I and II;
· Persons disabled since childhood, and persons disabled as a result of a war trauma or disease obtained during their military service;
· veterans of combat operations from among persons named in Subparagraphs 1-4 of Paragraph 1 of Article 3 of Federal Law No. 5-FZ, “On Veterans” of January 12, 1995.
Conditions for use of the right
The use of the right to admission within the special quota is possible only upon successful completion of the admission tests.
When submitting documents, it is necessary at your discretion to provide the original or a photocopy of the following documents confirming the rights:
To confirm disability, one needs:
· A certificate of disability, indicating the disability group and the cause of the disability (“disabled child” category), issued by a federal institution of medical and social expertise.
Orphans and children left without parental care, as well as persons from among orphans and children left without parental care, must provide the following documents confirming their status:
· A certificate (or other document) issued by guardianship (custody) authorities of the Russian Federation that the person is (was) an orphan or a child left without parental care.
Veterans of combat operations:
· ID of a veteran of combat operations.
4. The ID has to be valid on the day of application for admission, and for granting special rights for participation in the competition - on the final day of the admission of documents.
5.Persons from among orphans or children left without parental care can use this special right until they reach the age of 23.
5. For enrollment within the quota, it is necessary to:
· Pass the competition among persons in the same privileged category.
· Submit an application of consent to be enrolled in the university with the special right before August 01, 2025 (12:00 Moscow time).

Admission within a special quota
Separate quota in accordance with Parts 5.1 and 5.2 of Article 71 of the Federal Law N 273-FZ. The following persons have the right of admission to training within a separate quota:
1. Heroes of the Russian Federation and persons awarded three Orders of Courage;
2. citizens who do (have done) military service in the Armed Forces of the Russian Federation, citizens who do (have done) military service (service) in the National Guard troops of the Russian Federation, in military formations and corps specified in Paragraph 6 of Article 1 of the Federal Law of May 31, 1996 N 61-FZ “On Defense,” if they have taken part in the special military operation in the territories of Ukraine, Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye Region and Kherson Region and/or performed tasks to repel an armed invasion of the territory of the Russian Federation, during an armed violation of the State border of the Russian Federation and borderline territories of the constituent entities of the Russian Federation adjacent to the areas of the special military operation in the territories of Ukraine, Donetsk People’s Republic, Lugansk People's Republic, Zaporozhye Region and Kherson Region, officers (employees) of law enforcement bodies of the Russian Federation who are/were in these territories, and citizens who perform (have performed) official and other similar functions in these territories;
3. citizens called up for military service upon mobilization to the Armed Forces of the Russian Federation, citizens who have concluded a contract on voluntary assistance in the performance of tasks assigned to the Armed Forces of the Russian Federation or the National Guard troops of the Russian Federation, provided they participate in the special military operation in the territories of Ukraine, Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye Region or Kherson Region and/or perform tasks to resist armed invasion of the territory of the Russian Federation, in the course of an armed provocation on the State border of the Russian Federation and the borderline territories of the constituent entities of the Russian Federation adjacent to the areas of the special military operation in the territories of Ukraine, Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye Region and Kherson Region, citizens who have signed a contract (have other legal relations) with an organization assisting in the performance of tasks assigned to the Armed Forces of the Russian Federation, provided that they participate in the special military operation in the named territories;
4. persons who, in accordance with the decisions of the state authorities of Donetsk People’s Republic and Lugansk People’s Republic, took part in combat operations as part of the Armed Forces of Donetsk People’s Republic, the People’s Militia of Lugansk People’s Republic, military formations and bodies of Donetsk People’s Republic and Lugansk People’s Republic starting from May 11, 2014;
5. children of persons specified in Paragraphs 2-4 of this section;
6. children of military staff members, employees of federal executive authorities and federal state bodies where federal law recognizes military service, employees of internal affairs bodies of the Russian Federation, employees of the penal enforcement system of the Russian Federation who were sent to other states by the state authorities of the Russian Federation and took part in combat operations in performance of their official duties in these states;
7. children of medical specialists who died as a result of infection of the new coronavirus infection (COVID-19) in the course of performing their work duties, under basic professional educational programs of medical education and pharmaceutical education.
Admission to training in bachelor’s degree programs and specialist programs funded from allocations of the federal budget, budgets of subjects of the Russian Federation and local budgets within a separate quota is carried out without conducting entrance tests (except for additional entrance tests of creative and/or professional orientation) in respect of persons specified in Paragraphs 1 and 7 of Part 5.1 of the present Article, as well as children of persons specified in Paragraphs 2-4 of Part 5.1 of the present Article, children of military staff members and employees specified in Part 5.1 of the present Article, if their parent was killed or injured (wounded, traumatized, concussed) or contracted a disease while performing military service (official duties) in the course of a special military operation (combat operations in the territories of foreign states), or awarded the title of Hero of the Russian Federation, or three Orders of Courage. Other persons specified in Part 5.1 of the present Article are admitted to training according to the results of their unified state examination or according to the results of entrance tests conducted by the educational organization of higher education independently, at the choice of the applicants.Preferential right of admission in case of other equal conditions
The following persons can enjoy a preferential right of admission to bachelor and specialist programs:
1) orphans and children left without parental care, as well as persons who became orphans or were left without parental care;
2) disabled children, disabled persons of I and II groups;
3) citizens under the age of twenty who have only one parent who is a disabled person of group I, if the average per capita family income is below the subsistence minimum established in the constituent entity of the Russian Federation where these citizens live;
4) citizens who were exposed to radiation as a result of the Chernobyl NPP disaster, covered by the Law of the Russian Federation of May 15, 1991 N 1244-1 “On social protection of citizens exposed to radiation as a result of the Chernobyl NPP disaster”;
5) children of servicemen who died in the course of their military service or as a result of an injury (wound, trauma, concussion) or diseases they received in the course of their military service, including participation in counter-terrorism operations and/or other measures to combat terrorism;
6) children of deceased (dead) Heroes of the Soviet Union, Heroes of the Russian Federation and full Cavaliers of the Order of Glory;
7) children of servicemen of internal affairs bodies, the Federal Service of National Guard Troops of the Russian Federation, institutions and bodies of the penal enforcement system, compulsory enforcement bodies of the Russian Federation, federal fire-fighting service of the State Fire-Fighting Service, bodies for control over circulation of narcotic drugs and psychotropic substances, customs authorities, Investigative Committee of the Russian Federation, who died as a result of an injury or other damage to health received in connection with performance of their duties in these institutions and bodies, and their dependent children;
8) children of prosecutor officers who died as a result of an injury or other damage to their health sustained during their service in the prosecutor’s office or after dismissal as a result of damage to health in connection with their service activities;
9) servicemen who do military service under a contract and whose uninterrupted duration of military service under a contract is not less than three years, as well as citizens who have completed military service under conscription and who enter training with recommendations of their commanders issued to citizens in accordance with the procedure established by the federal executive authority and the federal state body in which the federal law recognizes military service;
10) citizens who have done military service under contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions for at least three years and were dismissed from military service on the grounds provided for in Subparagraphs “b”-“d” of Paragraph 1, Subparagraph “a” of Paragraph 2 and Subparagraphs “a”-“c” of Paragraph 3 of Article 51 of the Federal Law of March 28, 1998, No. 53-FZ “On Military Duty and Military Service”;
11) war-disabled veterans, participants in combat operations, and veterans of combat operations from among persons listed in Subparagraphs 1-4 of Paragraph 1 of Article 3 of the Federal Law of January 12, 1995, N 5-FZ “On veterans”;
12) citizens who directly participated in tests of nuclear weapons, radioactive warfare agents in the atmosphere, nuclear weapons underground, in exercises involving the use of such weapons and radioactive warfare agents before the date of the actual termination of such tests and activities, direct participants in the elimination of radiation accidents at nuclear installations of surface and submarine ships and other military facilities, direct participants in the conduct and support of work on collection and disposal of radioactive substances, as well as direct participants in activities involving the collection (servicemen and persons from among civilian personnel of the Armed Forces of the Russian Federation, servicemen of internal troops of the Ministry of Internal Affairs of the Russian Federation or federal state bodies, servicemen and employees of the Federal Service of National Guard troops of the Russian Federation, persons who served in railroad troops and other military formations, employees of internal affairs bodies of the Russian Federation and the federal fire-fighting service of the State Fire-Fighting Service);
13) military servicemen, employees of the Federal Service of National Guard troops of the Russian Federation, bodies of internal affairs of the Russian Federation, the penal executive system, the federal fire-fighting service of the State Fire-Fighting Service, who performed tasks in conditions of the armed conflict in the Chechen Republic and in the adjacent territories referred to the zone of this armed conflict, and the said military servicemen performing tasks during counter-terrorist operations in the territory of the North Caucasus Region;
14) persons specified in Part 5.1 of this Article.
NB: The right of preference is only used in case of other equal conditions, i.e. if the scores of the persons applying for the last place within the control numbers of admission are equal.
CONDITIONS FOR THE USE OF THIS RIGHT
1. The right of preference can be used only if the person successfully passes the admission tests.
2. When submitting documents, it is necessary to provide documentary proof of the right.
