Basic definitions
Terrorism: ideology of violence and practice of influence on decision-making of state authorities, local self-government bodies or international organizations, associated with intimidation of the population and/or other forms of unlawful violent actions.
Terrorist act: committing an explosion, arson or other actions that intimidate the population and create a danger of human death, significant property damage or other grave consequences, in order to destabilize the activities of government bodies or international organizations or to influence their decision-making, as well as a threat to commit these actions for the same purposes.
Counter-terrorism: activities of public authorities and local self-government bodies, as well as individuals and legal entities to prevent terrorism, including identification and subsequent elimination of causes and conditions conducive to terrorist acts, identification, prevention, suppression, disclosure and investigation of terrorist acts, minimization and/or elimination of the consequences of manifestations of terrorism.
Extremist activity (extremism):
- Forcible change of the foundations of the constitutional order and/or violation of the territorial integrity of the Russian Federation (including alienation of any part of the territory of the Russian Federation), except for delimitation, demarcation, redemarcation of the State border of the Russian Federation with neighboring states;
- Public justification of terrorism and other terrorist activities;
- incitement of social, racial, national or religious discord;
- propaganda of exclusiveness, superiority or inferiority of a person on the basis of his or her social, racial, national, religious or linguistic affiliation or attitude to religion;
- Violation of human and civil rights, freedoms and legitimate interests on the basis of a person’s social, racial, national, religious or linguistic affiliation or attitude to religion;
- Obstruction of the exercise by citizens of their electoral rights and the right to participate in a referendum or violation of the secrecy of the vote, coupled with violence or the threat of violence;
- Obstruction of lawful activities of State bodies, local government bodies, election commissions, public and religious associations or other organizations, combined with violence or the threat of violence;
- Committing crimes for reasons specified in Article 63, Paragraph 1 (e), Part one, of the Criminal Code of the Russian Federation;
- Use of Nazi attributes or symbols, or attributes or symbols that are confusingly similar to Nazi attributes or symbols, or attributes or symbols of extremist organizations, except in cases of use of Nazi attributes or symbols, or attributes or symbols that are confusingly similar to Nazi attributes or symbols, or attributes or symbols of extremist organizations, which form a negative attitude towards the ideology of Nazism and extremism and contain no signs of propaganda, or of justification of Nazi or extremist ideology.
- Public calls for committing the above-mentioned acts, or mass dissemination of known extremist materials, as well as their production or storage for the purpose of mass dissemination;
- Public known false accusation of a person holding a public office in the Russian Federation or a public office of a constituent entity of the Russian Federation of having committed, during the period of his/her official duties, acts specified in Article 8 of Federal Law No. 211-FZ of 24 July 2007 “On Amending Certain Legislative Acts of the Russian Federation Intended to Improve State Management in the Field of Countering Extremism” and constituting a crime;
- Organization and preparation of the said acts, as well as incitement to their implementation;
- Financing of the said acts or other assistance in their organization, preparation and implementation, including provision of training, printing, material and technical resources, telephone communication and other types of communication, or information services.
